why does beifeng takes tp and not ignite anymore?

Because qiyana isn’t as strong early as she used to be. TP also allows you to catch up in a situation, where you would be put far behind in a game with ignite.
Ignite is generally better in low elo aswell

You only pick ignite if theres kill pressure but with the amount of Qiyana's counters now, just coz Qiyana deals no early damage anymore and the mana cost
(weaker laning pokes and control),
TP became the best option in almost all scenarios.
Not to mention, kr likes to fight and tower dive a lot.
TP is just that valuable in higher kr elo to punish it/roaming for kills, or for consistent lane farming.
