Hi Sir, in the 38:00 min, you configured "Preeempt" on all 3 Routers interfaces. In that case R3 will REMAIN as ACTIVE because it has the highest IP ADDRESS among all those 3 routers.
UNLESS, if your goal is exactly to make R1 as the ACTIVE Router, then you NEED to change the PRIORITY of R1 higher compared to R3. (The highest among all routers) with the "preemept" configuration enabled.
WITH "preempt" DISABLED : Once a Router is ACTIVE (regardless if its Prioity and IP), it will remain ACTIVE until it is DOWN, even there is another router in the network that has HIGHER priority or higher IP Address.
WITH "preempt" ENABLED : If the Current ACTIVE router has a LOWER priority/IP and there is another router in the network that has HIGHER Priority/IP, it WILL automatically change the ACTIVE router with the HIGHER Priority/IP.
Feel free to correct me if i am wrong SIr!
