I personally think that whilst it's cool turning into a Utahraptor, that it could mostly be the User only turning things like their teeth and hands, like Diego did. And hell, since you can make Zombies with the Vamp Rework, imagine if you could make Dinosaurs when you kill people, because it IS a virus after all.
