i'm really no expert but i think that 60fps is smoother so use it if you're zooming in a lot without a tripod cos it might shake a lot or when you're filming fast moving things - the downside though is that you're going to have bigger memory. If you're doing a blog or just slow movie capture then 30fps would just do the job.

only as good as the glass you are shooting through use a tripod with with the windows open
