It is rarely (never) properly enforced, but technically, it is a breach of the rules that you implicitly accept when you buy your ticket and decide to make use of the public transportation network.
Now let's say you're right and she didn't break any law or something... how is it that the police was able to remove her from the train ? They shouldn't be able to do that to her unless she actually has done something wrong, right ?
