It's called M.U.G.E.N a 2D fighting simulator from the 90's. Here's the link to download the 1.0 or 1.1 version mugenguild.com/forum/topics/download-mugen-latest-release-1-1-official-release-8613-105841.0.html You'll have to download screenpacks, characters, stages, lifebars etc to customize it the way you want to. Everything is free as well.
