Per the USCG, "Visual distress signals must be carried on all boats which are operated on the high seas, coastal waters (including the Great Lakes), territorial seas and all waters directly connected to the Great Lakes or the territorial seas up to a point where the water are less than two miles wide." So with that being said in a specific lake you may not need a visual distress signal but we would highly recommend all boaters carry items like this on board for additional safety. It's best to have it and not need it than need it and not have it.
