It's rotating backwards. Probably because of the increased capacitance introducing its own phase lead of current, that violates the 90 degree offset between starter coil (one that's being powered via the capacitor to be turned off later on) and the running coil with mostly unshifted AC current.
I suppose if we could have a way to linearly increase the capacitance, we might observe the fan's speed sinusoidally varying between forward, zero speed and reverse.
