Nice catch with the Sea Hawk! I don't see that variant flying thru D.C. as much as the Black Hawk and the White Hawk! I see one fly thru every once in a while! I saw one the other day actually! Okay, I'll be that guy. The plane to the left of the Blues, is a P-3 gate guard, B variant I believe. Its formally of VP-68, a Naval reserve squadron disestablished back in 97. The KC-135Rs are Reserve, part of the 756 Air Refueling Squadron.

If she wasn't available then the Acting President would be Speaker Johnson. After him it would go to the President pro tempore of the United States Senate Senator Patty Murray. Only then does the line of Presidential succession go to the Cabinet Secretaries who meet the legal qualifications, and in order of Departmental Seniority with State, Treasury, and Defense being in that order being the most senior departments. So the Secretary of State which Blinken currently is not even close to the top of the line of succession, and it would require Speaker Johnson as well as many others to be in on this conspiracy that Redacated is pushing of as you say "Blinken is the acting president and he’s probably correct."
