Yes and this is why older elevators are better because they were built heavy duty back then modern ones even if its a nice elevator on the inside it just isnt built to the same quality as an older one
One thing i don't get is why they bothered to match letter, print, cut, and tape the paper number 1 instead of simply filling out the old number with white paint again, and maybe, extra, putting a piece of tape over for protection. Laziness will be our end, not madmen, well, madmen will do it, but our laziness will enable them.
Yes it's an unusual panel even for a Soviet lift. It probably uses a cable-operated drum switch control with latching relays. I believe the reason for using latching switches was to make the control itself simpler.

The lift has probably not been upgraded since Lithuania's independence.
