Trust me this is not working without baypass file that must inserted manualy to the software ( frammware ipsw file ) to unlock the device that not activated
Yes you would need to keep doing it over and over again… make sure to use original cable and a stable internet connection! Hope that helps! Also make sure it a windows, not Mac

It's probably because your trying to flash an older version that isn't signed by Apple. Try to flax the newest version of iOS.
