This number has changed a few times, make sure to check.
He said, "I cannot do training necessary for your commercial" referring to instrument/simulated instrument training. Is that because he does not have an instrument rating? I thought if you are a CFI, and hold an instrument rating, you are able to instruct for all the commercial requirements. 61.129 doesn't say anything specific. 13:52
I had this question also. I think the issue is "where" the instrument rating is held. I believe its because he holds an instrument rating on his commercial certificate, but not on his flight instructor certificate (CFI vs CFII). Google "Jablecki Intrepretation" and 61.195. Hope this comment was helpful.
