This was a really good cameo for what it was. Glendale was perfectly in character and Glendale's manic energy was well portrayed for the minute this cameo was.

While I think it's reasonable to say it could be either, I'm leaning towards after as Glendale mentions pud being "another fur baby" which it could just be me but I'm pretty sure someone in the herd called horse a fur baby at some point in the show.
Also my theory is that because the movie is about the multiverse being corrupted, it probably deleted horse and the others probably leading the rest to relapse back into going to some form of their original personalities and whatnot.
