The real creator of drill music is actually Waka Flocka. Chief Keef made it popular but he even said in an interview when he first came out that he was heavily inspired by Waka’s music. If you look back at Waka old music you’ll find the drill type beats and cadence in the music before anyone knew what drill was.
I guess they don't view littering as bad in the same way many of us do. They probably grew up around people that littered and most inner cities have trash everywhere to begin with so it probably seems like an insignificant thing to throw one more piece of trash on the ground if you were raised that way.
