Statistics show that the most effective deterrent of crime is the certainty of punishment not strength of punishment. That means that better investigation is what makes crime be less likely - not the death penalty.

It's like reading a CPU review on a tech site, skipping right to the conclusion, and then complaining you don't see any benchmarks. You're the one who's disappointing here.
