It's obvious that the minus one godzilla would be defeated quiet many times at the start but due to it's adaptive abilities and regenerative abilities, it would reach godzillas size and may even have powers that can over power the american godzilla.
Minus one has nuclear atomic breath, that would just juice up legendary Godzilla until he goes thermonuclear and minus wouldn't be able to regenerate since he would be disintegrated

Honestly, the only saving grace for Minus one is his regeneration.
