In divide and rule, powerful states sow seeds of division in the first place to divide population of a certain country which they wanna conquer. Only after dividing the populace they intervene. While, in intervention, they just invade another country. Here you don't need to divide population of that country.

Maam ur buffer state example is incorrect a buffer state is a territory or a state between 2 rivals which if conquered by any of the 2 state would imbalance the BOP thats why both agrees upon not interferring in the internal affairs of that state e.g Nepal and Bhutan acts as BS b/w China and India, etc
That is the example of buffer state in contemporary affairs. In IR BOP concept, it is what I've explained
