I'd imagine if Khamsin had a second phase, he'd either break his axe to make it less heavy or just toss it aside and say "Bad dogs need to be put down!" Then lyrics kick in.
Ok but, what is there to fucking underrate!? He shows up for 2 seconds in 1 cutscene then you fight him as the boss at the end (which the boss is super easy btw) His theme is flame but his character is a whimper and spark before it fizzles out and never heard of again (Almost like his song suggests soldiers are faceless people who die and get forgotten about after their use.) This actually leads me to feel like he is so empty by design, only fulfilling his order to "give out" freedom to other countries.

The man who believes he's free, fighting for freedom, vs his ideological opposite in Blade Wolf: The robot who thinks he's chained down, but eventually finds freedom and peace. Their ideologies and perspectives are what makes the clash so satisfying when playing as Bladewolf. Khamsin's entire point is to get that catharsis when defeating him and knocking him down a peg. War, has changed.

Guys, I was researching Khamsin's name for another reason, and I accidentally stumbled on a wikipedia article about the Khamsin Wind, which is described as a HOT, DRY wind that affects Egypt and surrounding areas. The developers really knew what they were with this characters.
mistral: a very cold wind that blows along the coast of france, representing her cold hearted demeanor khamsin: the wind responsible for causing sandstorms, referencing him fighting in the gulf war. monsoon: a wind commonly associated with rain commonly found in asia, referencing his place of origin, and is further referenced in his boss fight as it's... raining. sundowner: a hot wind found commonly in california. responsible for making wildifres worse, as sundowner is literally stoking the flames by causing war. jetstream sam/minuano: both are names of winds, the minuano is a chill wind found in south america representing sam's chill personality and the wind also makes a whistling noise. referenced in his boss theme/meanwhile the jetstream is a strong and fast wind found within the sky, representing his power and speed

What I really like about this song is how it relates to Wolf’s arc. Wolf is fighting for Freedom of Choice, whereas Khamsin is fighting for Freedom from Responsibility. “Freedom is calling to all men who bend their will” says to me that, as long as you make yourself a subordinate to something bigger than yourself, you won’t be accountable for your actions in the name of that cause. His body LITERALLY belongs to his boss, he has no purpose in life besides being a tool for someone else and that’s his Happy Place. He is the ABSOLUTE ANTITHESIS of BladeWolf. A man who uses his freedom to CHOOSE to be a slave when wolf would give anything to be his own master.
First time i played this DLC i genuinely hated it. I dont love stealth games on a personal level and Bladewolf hits like paper But then i got to this bossfight and got so unbelievably hype. Best part of either DLCs in my opinion.

It's my favorite track in the game. We know that other song like "The Only Thing I Know For Real" and "Stranger I Remain" tells us about a character a lot more than the story itself, their songs more of a monologue. "The Hot Wind is Blowing" is a dialog between Khamsin and LQ-84i. Khamsin tells lots and lots about being a soldier and obeying orders, "like a buffalo following the herd", praising people who is ready to be a mindless machine. "Freedom is calling to all men who bend their will." Khamsin, a man who sold his freedom, tells it to LQ-84i, who had never tasted freedom and wants it more than anything. And after a very short time of being "free" from Mistral, he already understood more about human's nature than Khamsin. "I don't know what I've been told, but wishes of the people can't be controlled."

His Freedom Know’s No Bounds
It's my favorite track in the game. We know that other song like "The Only Thing I Know For Real" and "Stranger I Remain" tells us about a character a lot more than the story itself, their songs more of a monologue. "The Hot Wind is Blowing" is a dialog between Khamsin and LQ-84i. Khamsin tells lots and lots about being a soldier and obeying orders, "like a buffalo following the herd", praising people who is ready to be a mindless machine. "Freedom is calling to all men who bend their will." Khamsin, a man who sold his freedom, tells it to LQ-84i, who had never tasted freedom and wants it more than anything. And after a very short time of being "free" from Mistral, he already understood more about human's nature than Khamsin.
