So. I made this in, like, 2 days with 180 screenshots, lmao.
AU:
Abilities are connected to the soul, while Quirks are connected to the DNA. Abilities have been shown to exist since the beginning of Man, while Quirks only started to show around the late 2000's.
Ability Users have kept their existence quiet for fear of what the public would make of them, but some have slipped through (Bigfoot, Loch Ness Monster, Witches, etc). When Quirks started appearing Ability Users thought they could stop hiding, but the public was scared of them because of the mass amounts of power they held. They all eventually flocked to one place: Yokohama.
Because of the quick growing Ability User population in Yokohama and the discrimination against Ability Users, Yokohama sealed their borders. When the HPSC formed, they fed lies into the public. They exaggerated life in Yokohama and about Ability Users, furthering the discrimination against Abilities.
Yokohama started creating their own government and military. With the Hunting Dogs and regular Government during the day, Mafia during the night, and the ADA during twilight.
This takes place a bit before the Hunting Dogs find out about Fukuchi being Kamui, but the situation will be handled differently in this AU than in Canon. Nobody dies, except for Fukuchi and some members of the DoA. Tachihara DOES still end up going blind (i think that's how it went in canon, but idk).
