The garden waste thrown over the fence looks like grass clippings - brilliant for the compost heap! Get a deep raised bed and put woody stuff in the bottom. Get that fertility up - get rid of all the plastic.
I'd welcome the grass clippings, only not just thrown over the fence - can't get enough organic material for my needs (I get through 3m³ of home made compost a year: 2.5-3cm deep layer over 120m² of growing area, plus what goes in my potato containers - another 450 litres).

The only problem with the waste is you dont know if weed killer etc has been used on it.
