All Ruby/Sapphire exclusive Pokemon are obtainable, with the exceptions being Zangoose(Ruby) and Lunatone(Sapphire). However, some other Pokemon that were originally obtainable in both Ruby and Sapphire are not found in the wild in Emerald, such as Meditite->Medicham and Surskit->Masquerain. I hope this helped :D

The first one you get after defeating your rival on route 103, go to the Lab and grab the Dex from the professor. The National Dex can be obtained after you successfully defeated the ELITE 4.

@slima11NG well yes it is, took me a long while to complete the Dex 😂 especially because I had to play sapphire & ruby too, to get all the pokemons!
Well it could be ez if you use cheats but I didn't cheat it took me so long to complete the pokedex and so long to get black rayquaza
