As long as there is circulation reaching the ground, and attached to a parent cloud, it is a tornado whether it is descending from a supercell thunderstorm, a non-supercell landspout rising from the ground into rapidly rising cumulus clouds, or a cold air funnel that makes a rare connection with the ground. You'd think meteorologists would know this, and say what this was: a tornado, period, despite its rare origins and weak strength.
