My theory as to why BMO is so mean to NEPTR is because deep down, BMO is jealous that NEPTR is technically "alive". BMO is a unique, one-of-a-kind MO-bot, but BMO wants nothing more than to be a real boy. NEPTR on the other hand is not a functioning robot, he was brought to life with two blasts of magical lightning. Without that magic, NEPTR couldn't function, since his 'robot parts' don't do anything (he's just a microwave, a tin can filled with loose wires, and a taped-on start button). BMO is not outright cruel to NEPTR cause its not in his programming, but he does feel envious and will 'playfully' bully NEPTR when he can get away with it.
