By starting the car in parked area it's going to cause lot of toxic exhaust gas recirculating in a area and by revving it results in sound and noise pollution.

Start the car every few days and idle for 15 minutes? You will run the battery down. Idling for 15 minutes is not enough to replenish the current drawn to start the motor.
I drive only a fifth of my normal mileage, from 30,000 a year down to 6.000. I dont bother. I just drive the car when I need to.
