That Mona character is actually Masou Shizuka from the Rance eroge series dressed as Mona! They're both wizards.

Hell yeah! A whole promopack opening, costly, but really nice. Also found myself a sort of main anime characters card collection called FIRE LEGEND, yeah all caps, and it has its own promo cards, hope to collect them all, as we all do.
Yeah I opened those too on this channel, but haven't got any promo packs with it.

Yeah it is not popular enough at a second market. You can always try to pull those cards out of a box
