Air dry clay is like any shape you make it will get dry and hardens in room temperature if you keep open space. other clay is like just not get dry and will not get hard enough or some clay need to bake to get dry/harden.

Not sure what exact you trying but cement will not stick like that so try to use some air dry clay which will be easy to mold.
