Not necessarily. The express pass needs to say it grants express entry for the Mine Kart Madness since some express passes that allow access to Super Nintendo World give express access for Mario Kart or Yoshi's Adventure.

I feel that Shigeru Miyamoto did not want the theme parks created. Nintendo was pushing that just for the cash grab, It looks alot of fun!
