I don't see why a person couldn't be both. If you're already a Data Analyst, it wouldn't be too difficult to become a Business Analyst after learning about business management. Its not that hard.
I would say that earning a degree in Information Systems would set you on the right path for both roles. It just depends on which direction you want to take your career.

Business degrees (and some of its concentrations like Management Information Systems) would be more common for a business analyst.
