I always think you can give the phoenix to Sousou (Cao Cao DX). It's like you make the Kibutei equipment, but entirely change him into an entirely different suit base (the original plan for Strike Liu Bei is that it will be a rebuild of the Sangokuden story with CE and AD-based Gundam designs, but was scrapped before the concepts were finished, and Cao Cao is supposed to be based off the Aegis Gundam). So if I were to give Sousou the phoenix, he will be redesigned into the Justice, but still needing parts from Souhi (Cao Pi).
