So something I was just thinking about seeing the name misspelled there. Didn't the one person you spoke with on the phone say that there was a business with a completely separate tax ID whose name was spelled exactly like it is on this envelope? Could this be the case for all 400-some-odd businesses that received those liens/warrants? Maybe all of those businesses also had their names misspelled during entry into the system. And if that's the case, couldn't that have happened again at other points? Maybe there are other similar groups of businesses that were entered into the system as duplicates and then ended up with different fine amounts than what you have. That could be worth looking into, but I'm not sure if there would be an effective way to parse through all of the data.
Are you sure they spelled your name wrong and this whole thing hasn't been for a different company from the beginning? Think about it, wrong company name, wrong address, wrong issue reason, everyone you talked to says nothing showing up on your files, you may have been fighting a warrant that was never issued to your company to begin with.
NYC negligently deprived you and your company of a business line-of-credit for that entire time! There are plenty of legal precedents for companies recovering damages in the millions for this, depending on how much growth and revenue could have been impacted. If you do decide to sue, it would be perfectly rational and sensible. Find a legal representation on contingency, and you are at very low risk for owing anything, even if you lose! Go for it ;-)
