This has to be some sort of yeast or fungal-related growth. Look at how dense and thick the hair grows, there is barely any scalp showing.
My sister had this same problem, and her hair was super, super thick and dense. My theory: It's like the scalp can't get any air, water and sweat can't evaporate, so fungal overgrowth occurs.
