Create a WordPress Options Page with ACF

Is this acf_add_options_page() function available in the pro version ?
'cause i tried the code and it doesnt detects the function.

"To make use of the options page feature, you will need a copy of ACF PRO (ACF v5), or the options page add-on (ACF v4)"

hi,
I have created a Index page in brackets using bootstrap framework. Set a logo, company name, contact no. and nav bar (menu bar :Home, About Us, Products, Downloads, Contact Us), etc. Now I need pages like Home, About Us, Products, Downloads, Contact Us & Inquiry which is in menu bar. Now how can I use that same header and navigation on all pages as template? That means , if the there will be any changes in logo, company name, menu bar etc. in header section. I will make changes in Index page & it will be update automatically in all other pages.
