Can this be used during heavy fog or snow, when there is some oncoming traffic. That would be my use case, but I'm not sure about this beam pattern, even in the case of very low visibility.

Yes baja designs sells replacement lenses. You can also swap to clear if you wanted to

Any special wiring or anything needed for the daytime running function?

There is one extra wire for the daytime lights. I show how to wire it up in my other video. They also make a harness for it if you want the easy plug in and go option
