When do you need IRB (Institutional Review Board)/ Ethics approval for your project?

Hello, Im a high school student who would like to conduct a research about local immigrants by interviewing them. The goal is to figure our lifestyles and experiences. I would like to submit my research to JEI or other high school students-approved institutions. Would I need an IRB to start researching?
