Delco Remy, if I remember correctly according to the Tom Falconer book on the C4 those were typically replaced by something else latter in life. and I remember him scoffing at the placement of it I think. as look how close it is to the rubber seal between the windshield and the engine there.
cap and rotor trick tip the calcium coating on the contacts are the humidity in the air and high voltage arc combo making that crust which lowers performance or misfire eventually so lets get rid of the humidity inside the cap how ? , tip trick go get a piece of thin card board cut it exactly to the circumference or dia of cap try to make it a press snug fit glue or staple the ends together somehow and that it clears the moving rotor so its a custom insert hand fitted piece, then once it seem all okay just add a thin coating of oil on the cardboard but not near the ends where the seem is or similar would be a snug cardboard custom fit on base of distributor so long as its snug fit somehow then soak in oil now your 100 buck cap and rotor lasts 3 times as long due to the lowered humidity and wont build up the contact crust as fast !!

Does it matter which direction you install the Rotor?
it can only go on one way there are little tabs on the outer edge
This is probably applicable to my 1990 with an l89 as well right?
Yeah bro same thing for your 1990
1990 is an L98 as well.
