it looks the location is out in the boondocks ..slower response time when they have to travel 15 miles

Trailers catch on fire easily. Old ones like that have lots of particle board and they're very close together. Why residents or people on site didn't start hosing down the trailers is my question. There might not of been water connections outdoors?
