It's cloth such as old tee shirt or cleaning rags. This is a good technique but where is the drain hole. If it's a planter ,it needs a drain hole or holes. My bad I didn't watch entire video before replying.

I have made this,while i was cementing with cloth the cloth is usually not sticking to baloon it was very difficult to make this but finally i made it., with lot of cement applying to it..if i quit to make this every one in my home are ready to slap me for wasteing ing lot of cement
