It's actually a lot easier on the water than the erg! You can pull the lightweight boat towards you, rather than pulling yourself towards the front of the machine.

I'm rowing in a sprint team and we're a few times national champions. We're always pushing a stroke of 50-53 or even more on the 350m. That's the only solution to beat the crew members of the national team... So it's not inefficienty if you can move a boat and know how to row...
