Unless you're alone on a remote lake: carrying nothing but a flashlight is foolish, regardless of what the law says.
[I speak from experience] when you're in a kayak on a river, look up, and see a power boat round-the-bend, then start barreling at you: your instinct is to paddle out of the way. In those few seconds, your instinct isn't to deploy your flashlight.
Fortunately for me, I had a 12v 360° overhead light with 2 mile rating; the collision was avoided.

The information on the sailing vessel is incorrect. A sailboat will show red and green sidelights and a white stern light when under sail. In addition, the "steaming" light which is often somewhat misleadingly called a "masthead" light, is turned on when the engine is on and in gear, even if sails are up, and then the boat follows the rules for a power-driven vessel instead of a sailing vessel. The "steaming light" is a white light facing forward at 225 degrees, and may be positioned partially up the mast or even at the top of the mast, but note it is only visible in the 225 degree forward-facing arc. Sailboats under sail alone might display a tricolor light at the top of the mast; in this case no lights at deck level are on. Sailboats under sail alone may also instead show an all-around red light over an all-around green light at the top of the mast, ("red over green is a sailing machine") but this configuration is rare, and in this circumstance the sailboat will also have the red and green sidelights and the white stern light on. A small sailboat under 7 meters only needs one all-around white light such as a flashlight shone on a sail.

What are the three configurations for a sailing vessel under 12m?

Sailboats under sail power alone DO NOT exhibit a white masthead light! They exhibit a white stern light along with the sidelights! It's ONLY when the sailboat is under power do they exhibit the white masthead light!

if you got an engine you need lights even when not in use. only boats without engine are allowed not to have lights and even then you need to be able to present a flashlight in time of need.

@@Francois_DupontTheir point was a mast head light is only turned on when the boat is under power. I learned this in Sea Scouts awhile back.
