Shouldn't the government constitute an proper Engineering Study, in consultation with International Engineering experts, as to the best way to arrive at a good water policy for the whole nation ? Population explosion specially in south asia is the biggest problem we see poverty, corruption and a vast majority of ills in the society in that region.
