It's so odd to see the "HD 1080P" in the title. It's a still picture. There's little in the way of fine detail that would require higher resolution. UA-cam changes the audio rate dependent upon the client request. Sigh. At least there's a nice, high res, low res still picture.
This video was uploaded a decade ago; UA-cam was a lot different back then. In those days the audio quality was scaled with the video quality, so if you didn't upload in 1080p (the highest supported resolution at the time), it would default to 480p or worse and degrade the audio quality with it. Just try and enjoy the music
