STTOS Nomad Full Electronics Test

After breadboards and an initial prototype, this is our full function test of the current STTOS Nomad electronics with optional IR remote shown. The production version of the circuit boards will have numerous improvements from here, including supporting a 4th red/yellow panel and green panel for those who wish to build their Nomad without a "blank" panel.
