He's the supervisor of the security section. Having his eyes on the whole prison and if anything happens, he's the first who knows it. So he even knows about cell 13 that they break out so often. But he keeps it a secret because Hajime is his best buddy and he don't want him to get in trouble. So basically he's the eyes and ears of Nanba~
He's also the official broadcaster
And, according to the manga, Nanba's noise problem

Well, even if he was a villain, I would still like him :D And Yeah, there will be S3. It's not sure, but I read on many pages, that it will be in october 2018. I already saw a part of the new manga. There was that girl with bunny ears and Elf, I don't know what did it say, cause it was in japanese. But I'm already all hyped up about new season. I love this anime
