Man I missed that menu, and WON Half Life in general. I'm very surprised that all those menus are commented out, especially since they still seem completely functional. It's insane how moddable these games are. It's quite the achievement.
Apparently, the reason why the "Change game" option is missing on the main menu is because the game detects whether you're running it on Steam or not. If you run Half Life directly from the executable (.exe) itself, that option will be re-enabled and will re-appear as intended. I assume it's because Valve made the new overhauled GoldSrc menu before Steam was launched, so they made the "Change game" option available through executables in order to easily test other GoldSrc games if they work as intended with the updated engine. Therefore, once Steam was launched they had the game disable it when launching it on Steam.
The thing that made me aware of those "Change Games" menu itself is actually from those pirated No Steam copies of CS 1.6 that allows you to change games between CS 1.6, Half Life 1 & any other HL1 Mods that're installed in the folder
Dave Johnston changed counter strike and gaming forever in the year 2000 on the release of de_dust2. Also, his blog post for 3D printing is a good read.

I never knew you could customize and out right add entirely new things into it. I only once did that to option presets for example in Alien Isolation where you could edit an xml file and add your own presets with names and entite new Graphic settings.

So, I had to navigate menu options blindly, figuring out what they do on practice. Click and see! For a while, clicking "load game" was enough. However, at one point, I got curious and started to explore other options. Imagine my shock when, after clicking one of the options, the whole screen went black and then reapered with a brand new, previously unseen menu. I saw Gordon Freeman holding a shotgun, and it scared the shit out of me. I could not comprehend what had happened. I thought I broke the game. I clicked "New Game" and the famous train ride section began. I got even more scared. I paused the game and called my dad to check this weirdness out. My dad came, I resumed the game, and we observed the Black Mesa train ride in all its glory. All I remember is what my dad found "robot spiders" to be cool. The ride went on, and on, and on. My dad got bored and left the room. I waited up until Barney opened the train door and then decided to quit the game. It was too much excitement for me xD I avoided clicking on this option and soon found a new game to play, forgetting about it altogether for a while. Years passed, and I suddenly remembered the "scary guy in glasses with a shotgun main menu" incident. For some time, I dismissed it as a childish fantasy. I mean, a game that you start from another game's menu?! That's crazy. But the memory was so vivid, I had to explore. I installed Counter-Strike. My English was "better than nothing" at the time, so I could actually understand the meaning of "Change Game". I felt like Alice from "Alice in Wonderland"! I clicked the option and soon enough saw the scary guy in glasses. This time, however, I was determined to find out what the hell is going on and where does the train ride actually led. That's how I discovered Half-life. Though "change game" option. For me, this option has a nostalgic value.
Hmmm.... I remember that 20 years ago I played the pirate version of Steam version of Half-Life. And there was the "Change Game" button. Why the hell Valve had removed this button?
If you boot the game up from the .exe then all these options will still be availible, but then some crashes occur when you try to play online because the game is not booted from steam.
I vaguely remember some memory leak or similar issue being associated with starting in one game and changing to another. Probably why that option was removed.
At this point, I'm pretty much lost and am considering paying someone to make an external software for it but... Is there a way to make a maplist menu of sort to launch levels from? i like to install tons of map but i just can't remember their names.
I think the WON menu was seperate from the game itself. I had some issues with the menu and I conclded that the steam version made the menu in the game itself, rather than make a hacky prettier one. Why do I think like that? The console had to be enabled through a GUI button not through "`".

it is because the option is still in the resource file, but it only allows for it to show up when it knows the game wasn't launched with Steam.
