I will try to explain this in steps, I hope it will be useful.
1- Start your GTA V game.
2-Return to the desktop with Alt+Tab.
3-Open the Rage application by holding down the shift key.
4-Edit your value to 60000 in the General tab.
5-Save and run the program by saying run.
6-Return to the game from the taskbar.
7-GTA V window will throw you back to the desktop. Return to the game immediately.
(Note: Before doing this from the GTA V file location, open the file called 'startup.rphs' with notepad and delete and save what is in it).
