Excellent question! This is because Andromeda and Milky Way are close enough that their own gravitational attraction is greater than the broader expansion of the universe. This is the reason why we see many colliding galaxies as well. But on the large scale, the galaxies are moving apart because of the expansion of the universe.
If it is expanding it doesn't mean two galaxies can't be colliding there are billion galaxies and some galaxies are smaller and some of them are bigger and have own gravitational force but still galaxy can't go opposite expansion but it can be collide while keep heading forward its not easy to explain here but i have an answer for this

We don't exactly know - but there are ideas about certain fields that lead to expansion of space-time and those are possibly responsible for the acceleration of the universe (dark energy) as well...

I know this is not really related to this intrinsically but I have had this question for some time in my mind but didn't know who to ask 😂. We know that matter space and time are very closely related and exist in the presence of one another (if my perception is correct) so we have concepts of matter antimatter and gravity and also a hypothesis of antigravity. So has there been a concept of anti time that may have been hypothesized before may have come up in mathematic derivations of relativity and quantum physics at any point in history!? And if yes, then how do we intuitively define such a concept
