Go and read about Indo-Punjab agreement of 1947. You should know that India requested Punjab to join them in 1947 and in return Punjab was promised a sovereign statehood but as soon as agreement got signed, India backed off from the agreement. You need to re-read the history (Genuine one) not your state sponsored. If you do, you will get to know how nehru approached master tara singh and begged him to join India. Now, Answer to you second question- The whole Punjab and Indo relation is based on the agreement from which your Government backed off so technically there's no relation. Because it violates the basic trust that East Punjab Hindus, who were a majority of East Punjab prior to partition had towards Sikhs during partition. Even if we are confident about the referendum results, why would you have a referendum? A referendum legitimizes the problem and will destabilize punjab. Right now they don't have a clear leader/figurehead. They dont even agree on the borders of Khalistan. By agreeing to a referendum you are inviting them to the table to discuss the border and everything else. Even if they lose the referendum, it will end with a legitimate movement and a clear khalistani leader

You should know that India requested Punjab to join them in 1947 and in return Punjab was promised a sovereign statehood but as soon as agreement got signed, India backed off from the agreement. Indo-punjab agreement of 1947 is available online for review. Regards to other states, all those states came from where ? From Punjab.

You need to re-read the history (Genuine one) not your state sponsored. If you do, you will get to know how nehru approached master tara singh and begged him to join India. (Referenece-Indo punjab agreement of 1947).
Now, Answer to you second question- The whole Punjab and Indo relation is based on the agreement from which your Government backed off so technically there's no relation. Which means all the land or parts of Punjab before joining India belongs to Punjab (Which includes Himachal, Uttrakhand, Rajasthan & Haryana). Another thing for you to read is Sarbat khalsa and matta passed at Akal takht sahib after June 1984. You need to read on the otion of Independent punjab which were passed and as a Sikh you're obliged to follow Akal takht motion.

Because it violates the basic trust that East Punjab Hindus, who were a majority of East Punjab prior to partition had towards Sikhs during partition. You may get a quasi Khalistan if Hindu Punjabis decide they want to carve out their own state within Punjab. The rift between Hindu Punjabis and Sikh Punjabis is just going to grow if the Khalistan option is pressed any harder.

Muslims will convert most of the Khalistanis which will cause a civil war between Khalistanis and Muslims as well. Then you have Chrstians who are already converting many of the Sikhs in Punjab. The Khalsa wouldn't even know what to do with all of this, so much for "fair treatment". Plus, Sikhs have a major identity issue, they know deep inside their religion was taken from Hinduism (and Sufiism), so the SGPC created a strict Khalsa code hoping to have a distinct religion, if Sikhs don't follow this code they are outcasted.
How do you think Khalistan will sustain all of this? Not to mention, most Khalistanis are alliterate truckers involved in drug and other criminal activities. Guaranteed Khalistan will go to shit within a decade.
This is why some like Bhindrawale didn't want Khalistan, some Sikh just want "extra" benefits without having to take the responsibility of having a nation. Because deep down they know, they cant run it. They don't dare ask for Khalistan in Pakistan because besides getting funding from Pak, they are too scared to face off Muslims. Lastly, I would argue that if it wasnt for Hindus, Sikhs wouldnt even exist. Thair population in Pakistan has dwindled from 6% to 01% within 50 years. Even if we are confident about the referendum results, why would you have a referendum? A referendum legitimizes the problem and will destabilize punjab.
Right now they don't have a clear leader/figurehead. They dont even agree on the borders of Khalistan. By agreeing to a referendum you are inviting them to the table to discuss the border and everything else. Even if they lose the referendum, it will end with a legitimate movement and a clear khalistani leader
Look at Quebec in Canada. They had a referendum in which the separatist lost narrowly. But even after losing they keep blackmailing the federal gov. They ask for special status, special immigration laws, special french language laws, etc. And if the gov does not agree, they threaten with another referendum.
