I personally think people sleep on Lingyang wayyy too hard. Like Encore got a crit weapon in Yinlin's weapon and people been running her with String Master since the beginning of the game. I mean 36% Crit Rate, so people can get like 270% Crit Damage and running over 75% Crit Rate, even with 1900 attack, it still absolutely busted DPS, especially 2 out of 3 passive of String Master still work well for Encore Lingyang on the other hand doesn't have that luxury of that weapon, maybe with great investment, he get like 65% Crit Rate, and 230% Crit Damage at most, though his attack could be around 2400 with standard banner gauntlet. Even with Yao weapon, he may get the crit rate, but outside of 12% attribute damage bonus, the passive aren't useful for him at all. He is also much easier to play than Calcharo and Jianxin.
