I remember how in Paper Mario: Color Splash there was a Shy Guy who "drafted" into Bowser's Army. Some of these species are not necessarily driven by a desire to cause harm to people and were forced into it by Bowser.

There are some that may be the case, but goombas, koopas and others are enemies of Mario.
