How lovely. How did Mr. Acker do that ingenious upward scalar run from 21:35 to 21:36 that sounded like it was almost all open strings?

Thanks! It is a technique called Campanella where you play scales across different strings to give that open ringing sound. It's a great effect on theorbo :)
